Tehran, YJC. on Saturday Rouhani issued an executive order to revive Iran’s Management and Planning Organization.
With the executive order, President Hassan Rouhani is going
to fulfill one of the promises he made during his election campaign.
Ex-president Mahmoud Ahmadinejad had dissolved the
specialized organization when in office in an outright violation of the
Constitution which envisaged decentralization of financial administration
devised as a preventive measure against financial corruption.
The Management and Planning Organization used to be a
specialized bureau working to earmark budget for different organs within the
limits of the annual national budget plan which is presented to the parliament
for approval every year.
Famous for his self-style administration, Ahmadinejad
dissolved the organization to accumulate all the financial affairs in his hands
in violation of the Constitutional provisions.
Members of the Majlis (parliament) voiced outrage at the
former president’s action in dissolving the Management and Planning
Organization, but, he accused the parliament Speaker of encouraging the Majlis members
for the parliament's objection to his legally reprimandable actions.
Giving voice to the public anger at the unlawful actions of then-president
Ahmadinejad, during his presidential campaign, Rouhani promised to restore the
Management and Planning Organization in case he was elected as president.
