Moscow has now reportedly changed its mind following reports of Russia's decision to postpone the Security Council vote on its proposed resolution on Ukraine.
A source in the Security Council told RIA Novosti that Russia had called for a UN Security Council vote on a draft humanitarian resolution on Ukraine.
According to the report, the source, whose name or position was not disclosed, explained:
Russia has called for a referendum on Wednesday (March 23rd).

According to the draft resolution, the Security Council calls for "a negotiated ceasefire to ensure the rapid, safe, voluntary and unhindered evacuation of all civilians." At the same time, the Security Council emphasizes the need for an agreement between the two countries on humanitarian firearms for this purpose.
The text, copied by RIA Novosti, also states that the UN Security Council needs full protection of civilians, including humanitarian personnel and people in vulnerable situations, including women and children.
