The report claims that the tankers were part of a complex plan to counter sanctions, including forging documents and repainting the ship's deck to cover up illegal shipments.

Details of the previously unreported seizure were reported in a federal civil case last month after ships operated by Greek companies were ordered by U.S. law enforcement to ship more than $ 38 million worth of cargo.
