The Russian Foreign Minister said:
We do not intend to degrade the Ukrainian military, but to prevent neo-Nazis and those who speak of genocide.

The Russian official added:
There are currently two external mechanisms controlling the Kiev regime. First America and the West and second neo-Nazis.

Various Western governments have imposed several sanctions packages on Russian officials and increased military support for Ukraine since the start of Russia's military operation in Ukraine yesterday.

On the second day of clashes in Ukraine this morning, several explosions were heard in the capital, followed by an alarm. The Ukrainian military says it is confronting Russian forces near the north of Kiev who are planning to enter the city.

Two months ago, the Russian government submitted its package of security guarantees to the United States and NATO, which included Ukraine's non-membership in NATO and the withdrawal of coalition forces from Eastern Europe.
