In addition to publishing excerpts from the letter, the CIA has published excerpts from the recommendations of a watchdog group called the Citizens' Liberties and Privacy Monitoring Committee on the CIA spy program.
Hill wrote that in both documents released by the CIA, a significant portion of the text was blackened and other sections remained confidential.
In the legible sections of the letter from the two US senators, it is stated that the program operated outside the framework of the approved and amended laws, but its activity was carried out under "Executive Order 12333", which was signed in 1981 by "Ronald Reagan".
Criticizing the CIA's arbitrary actions, they wrote in their letter that the spy program operated "without judicial oversight, congress or even the executive branch."
Hill wrote that even before the release of the Citizens 'Freedoms and Privacy Monitoring Report, the full nature and dimensions of the Citizens' Information Collection program were hidden from the US Senate Intelligence Committee.
The CIA report called on the CIA to clarify the connection between the information and the nature of the program, the "sources and legal framework for data collection," the type of information collected, and the number of U.S. citizens whose information was recorded. They also demanded an explanation of the rules regarding the use, storage and dissemination of information.
