According to Sputnik, EU foreign policy chief Joseph Borrell, in an interview with The Welt newspaper, rejected Russia's proposal for security guarantees to halt NATO and EU expansion eastward.

He told the German media:
Asking for security guarantees and stopping the EU and NATO from expanding eastwards is just a Russian agenda with completely unacceptable conditions, especially in the case of Ukraine.

On December 17, Russia presented its proposal on reciprocal security guarantees in Europe with the United States and NATO and the non-deployment of short-range and short-range missiles. The plan calls on NATO to avoid further eastward expansion.
