According to the report, in an attempt to blacken Moscow's intentions, Borrell expressed concern that Russia, by refusing to increase gas supplies to Europe, would try to put pressure on the union, especially to ensure that the North Stream 2 project is approved.

Russia uses energy as a tool for political pressure (in Moldova, for example). Strictly speaking, Russia is living up to its gas supply commitments, but many believe that its refusal to increase exports to Europe or replenish its Gazprom reserves is a means of putting pressure on the European Union.
