The news comes a few days after Armenian Prime Minister Nikol Pashinyan said in response to recent warnings from the Republic of Azerbaijan about the inspection of Armenian citizens and vehicles on part of the Goris-Kapan road:
The Armenian government has decided to use alternative roads for its citizens and vehicles.

In his speech, Pashinyan said that since August 2021 (three months ago), the officials of the Republic of Azerbaijan have been receiving customs duties on Iranian trucks in the "Ayuzli and Chaizmi" sections of their territory passing through the Goris-Kapan road.

The Prime Minister of Armenia also stressed that the operation of this road means that it solves the problems faced by the officials of the Republic of Azerbaijan for freight trucks traveling to Armenia, and that Iranian freight trucks can now use this new road and pay for it. Refrain from customs duties to the officials of the Republic of Azerbaijan.

Pashinyan explained:
Incidentally, after yesterday's (Republic of Azerbaijan) decision, the situation of Iranian trucks in the Goris-Kapan section under the control of (Republic of Azerbaijan) does not change, with the difference that now they can travel through the paved Tatoo-Aghvani road without paying customs duties.
