The President emphasized: we should not sacrifice small and small issues and go through them in order to address big issues and projects. Some small projects can be solved with little cost and time and solve a big problem of people.
He stressed the need to identify priorities and said: "Completion of semi-finished projects is one of the approvals of provincial trips because these projects annoy people and if they are not completed in time, they will eliminate the costs spent."

He called for a change in attitudes, an organizational view and shortening the ways and reducing administrative bureaucracy, and stated: "A complex administrative system is the most important obstacle to change that must be removed."
Ayatollah Ra'isi considered it necessary to reform the use of facilities in the country and acknowledged: the use of water, electricity, energy, etc. should be optimal and good ways of using these facilities should be provided.

The President considered unemployment to be the most important issue in Ardabil province and said: "There are many capacities in the fields of agriculture and tourism in Ardabil province, and with their activation, employment will be solved."
He considered balance and justice in determining the budget for next year and the following years as one of the plans of the 13th government and said: "Using local manpower in expert and managerial discussions is very important."
Ayatollah Ra'isi also pointed to the stagnant capacities of the province's industries and said: "30 to 40 percent of the province's industries are closed or semi-closed, which should be a priority for the province."
Addressing the banks, the President said: "No production center should be closed due to financial problems and debts, and no bank should be the cause of the closure of a production and industrial center and unemployment of workers."
