According to the Russian news agency Tass, the Slovenian Prime Minister, who will chair the Council of the European Union in the second half of this year, stressed in the message: "EU countries must decide for themselves whether they want to have a new wave of migrants or not. The problem now is not just that there is no consensus on this, but that there is not even a limited and conditional majority or a minimal majority [in the Council of the European Union] to do so."
