Tehran, YJC. Political commentator says the Kurdistan President is following a plan to form an independent Kurdistan.

Professor and political commentator Davoud Hermidas Bavand has provided comments on the current developments in Iraq’s Kurdistan in an interview with Mehr News Agency. The following is a summary.

A federal government is provisioned in the constitution of Iraq. It was maintained that the federal system would comprise of 3 parts or "reginoals”, the north, center, and south.

The constitution calls these the regionals, they are mentioned but it is not clarified how many reginals there are and what characteristics they exactly hold. So there is ambiguity on that.

Speaking in relation with what has happened recently, the Kurds have always believed that Kirkuk is an inseparable part of Kurdistan. They insist that Kirkuk has to be part of Kurdistan region.

With what happened recently as the ISIS attack Kirkuk, the Kurd acted in its defense in order to increase their penetration.

Due to some problems the Kurds have with the central government, the central government has withheld the budget it must have given to the Pishmarga which comprises part of the Iraqi Army. That is why with the disagreements created, an undesirable situation has come to exist with unclear outcome.

Accordingly, in order to gain his rights, Barzani mentioned a referendum for the independence of Kurdistan, trying to force the government into talks about the claims under consideration.

This is a tactical move taken up by Barzani who intends to accomplish it.
