TEHRAN, June 26 - In contemporary era, the role of international organizations in the global community and the importance of the presence of governments in it, as well as the need for interactions and cooperation between organizations and actors are obvious.

UNICEF and Iran - Cooperation for Iranian Children and MothersTEHRAN, Young Journalists Club (YJC) - The issue of human rights is from the most important global issues in which NGOs are much more active than governmental organizations. The United Nations has established various institutions in various specialized human rights fields. United Nations Children's Fund (UNICEF) is from them, which is active in the specialized field of mother and child.

It creates international laws and rights and works in line with bringing all actors to a common understanding of the basic rights of children, and attempts to legally remove the ambiguities in this field. It also provides a report on the conditions of children in all countries, while providing reports on specific cases.

The organization has been active in 191 countries and has closely cooperated with governmental agencies and effective non-governmental organizations and actors in the field of child and maternity. The history of UNICEF presence in Iran is over 70 years old; and the relationship between Iran’s government and UNICEF has also changed due to the country's circumstances and the organization’s major goals. In the latest UNICEF Office planning period in Iran, i.e. from 2012 to 2016, important and effective actions were taken to prevent mother-to-child transmission of HIV, education, refugee children consideration, and considering children in emergency conditions.

Moreover, close relations were established with the Ministry of Welfare, the Ministry of Education, and the Ministry of Health in the form of joint projects and holding various workshops, and forming mixed teams for specific purposes. In addition, using these funds freely and freeing imports, especially medicines to improve the quality of children's living conditions have been from the main goals after 2015 and the cancelation of sanctions against Iran.

Finally, it can be seen that the agreement of governments on the basic principles of human rights law can be so successful that it can establish a cooperation between an international organization and domestic organizations of the country; and in the meanwhile, focusing on the child rights can lead to a close proximity between governments, international organizations and other actors and ultimately, it can be a step towards global peace, due to the legitimacy and acceptability of at least its most basic principles among almost all countries.

The UNICEF presence in Iran dates back to 1946. At that time, UNICEF's activities were only in the form of supporting the nutritional status of children; nevertheless, as time passed, these activities were expanded to other areas. Today, the Government of Islamic Republic of Iran is one of the governments that hosted UNICEF for more than thirty years, and there has been much cooperation between the Government and the organization. From the strengths of this relationship is the cooperation and acceptance of ministries-level and high-level government agencies with UNICEF and this cooperation has been formed in the form of the UNICEF trainings and the holding training classes for the staff of the Ministry of Education, the Ministry of Welfare, the Ministry of Health, Hilal Ahmar (Red Crescent) Organization or joint projects with these governmental organs.

The UNICEF office has completed a five-year development plan in Iran from 2012 to 2016 during the United Nations Millennium Development Project, which can be said to have achieved its goals largely.

As seen in a review of the reports of the activities and relations between the Government of Iran and UNICEF, the active presence of an international organization within the borders of a country improves the quality and effectiveness of domestic organizations.

Moreover, part of the duties of a government becomes the responsibility of these organizations, which will increase the success in that field. The presence of UNICEF in Iran has promoted the training of government employees and active organizations in the field of health and education of children. It has led to the entrance of modern and effective global science and programming on the rights of children to the country.

In general, the presence of such organizations within the country and the cooperation between these organizations and the host governments will increase intellectual and technical exchanges and will ultimately be a step towards global peace and promotion of cooperation among countries. Organizations such as UNICEF also increase the communication among countries and, in case of needs of countries to each other in different fields, they will connect them; as reported, we required the presence of Mexico in decision-making and educational meetings between government agencies of Iran and UNICEF.

Due to its sensitivity and almost complete agreement of the majority of governments and other actors in the international arena on the importance and necessity of preserving their most basic rights, human rights, and especially the children rights can be a very good subject for the regimen, institutionalization and formalization of International cooperation in the form of governmental and non-governmental organizations.

Regionalization is from UNICEF's strengths. As noted, this organization has main offices in different regions that oversees the work of other offices of the countries of the region, and the offices of each country plan their activities in the form of the culture, customs, and domestic norms of that country. UNICEF's successes in Iran and other countries in the world indicate that without an intent to fully question the role of the government and with respecting for the indigenous culture of each country, and focusing on the common issues and concepts among all the people of the world, and especially the various governments, such as the need to respect the rights of the child, an international organization could be the manifestation of a peaceful humanitarian interference; so that, it can increase the trust of everyone in the activities of international organizations all over the world and promote the optimistic hopes of liberal institutionalists in realization of peace among countries based on the international organizations.
